On February 5, Human Rights Commissioner Tatiana Moskalkova said that Russia has information about cases of torture and painful death of Russian servicemen in Ukrainian captivity.

"We have [data] on egregious cases where our prisoners of war were tortured and died," she told TASS.

Moskalkova claims that, according to Russian servicemen, they were not always provided with the necessary medical care. She stressed that, for her part, she would always rigidly set conditions on the inadmissibility of such treatment of prisoners of war. Moskalkova noted that this contradicts not only international humanitarian law, but also ordinary human moral norms.

According to her, many of the Russian military directly stated violations of the Geneva Convention, as well as cruel, disrespectful and humiliating treatment during their detention in Ukraine.

In December 2025, the UN High Commissioner for Human Rights Volker Turk called on Ukraine to protect Russian prisoners of war from torture. Half of them reported ill-treatment and torture in transit before arriving at official detention facilities.
