Russia will engage in dialogue with the United States on the Strategic Offensive Arms Reduction Treaty (START or START-3) if Washington provides a constructive response. This was announced on February 5 by Kremlin spokesman Dmitry Peskov.
"If there are any constructive responses [from the United States], of course, we will have a dialogue," Lavrov said, according to a video posted by VGTRK reporter Pavel Zarubin.
