The Permanent Representatives of the European Union (EU) member states have agreed on the details of a mechanism for providing Ukraine with €90 billion in euro loan financing, which was provisionally approved at the December 2025 summit. This was announced on February 4 on the website of the Council of the EU.
According to the documents reviewed by Izvestia, at the Brussels summit, European leaders agreed on major financial support for Ukraine for 2026-2027, providing for the issuance of €90 billion in the form of an interest-free loan.
"Defense products should, in principle, be purchased only from companies in the EU, Ukraine or the EEA-EFTA countries. If Ukraine's military needs require an urgent supply of defense products that are not available in the EU, Ukraine or the EEA-EFTA country, a number of targeted exceptions will apply," the Council said in a statement.
This scheme was agreed upon as an alternative to the original plan for the use of frozen Russian assets, which was eventually postponed due to legal and political differences between EU member states.
Russian Foreign Ministry spokeswoman Maria Zakharova said on December 25 that the leadership of the European Union, which decided to send €90 billion to support Kiev, instead of investing in the development of Ukraine, is solely interested in continuing the conflict.
