Russia has proposed launching a program of "golden passports"

The AVANTI Association of Entrepreneurs for the Development of Business Patriotism has proposed to the government to consider the possibility of launching a citizenship for large investments program in Russia. The corresponding appeal was sent on February 5 to the Prime Minister Mikhail Mishustin.

The author of the document was the president of the organization, Rahman Yansukov. He noted that in the context of the restructuring of global economic relations and the course towards technological sovereignty, the country needs new tools to attract capital. The programs of the so-called golden visas and golden passports operate in more than 60 countries and have proven their effectiveness, subject to strict investor checks and a clear ratio of the cost of participation and the benefits provided.

"The introduction of this practice could be a logical and powerful addition to measures already existing in Russian legislation, such as obtaining a residence permit for investments. However, in order to attract truly strategic capital, a qualitatively new level is needed — providing not a residence permit for a significant contribution, but directly citizenship of the Russian Federation. Moreover, the Russian passport, which opens visa—free or simplified entry to 118 countries of the world, ahead of China and India, has high value and international demand," the appeal says.

The Association proposes to set the minimum investment threshold at 150 million rubles, 10 times higher than the current requirement for obtaining a residence permit. According to the authors of the initiative, this will emphasize the strategic nature of the program and will allow the formation of a trust fund to finance infrastructure and innovation projects, ensuring the inflow of "many billions of rubles per year."

Separately, the appeal indicates that the launch of such a mechanism may be combined with a tightening of migration policy through multi-level verification of candidates for trustworthiness. According to the association, this approach will create a controlled and prestigious channel for raising capital without prejudice to security issues.

In conclusion, representatives of the AVANTI Business Association for the Development of Business Patriotism asked for an assessment of the proposed initiative and expressed their willingness to participate in the development of a regulatory framework, taking into account international experience and possible risks.

On January 26, it became known that the government commission on legislative activity supported an initiative according to which foreign citizens with an outstanding or outstanding criminal record would be denied Russian citizenship, temporary residence permit or residence permit in Russia.
