The Ministry of Internal Affairs of Russia has prepared a draft order, which defines a list of indicators, criteria and frequency of evaluation of the effectiveness of driving schools in Russia. The document was posted on the federal portal of draft regulatory legal acts on February 4, and it is undergoing a public discussion procedure.
According to the document, indicators of the results of the assessment of driving schools should be formed by the Ministry of Internal Affairs of the Russian Federation once a year no later than February 15 of the year following the reporting year. The information must be posted on the website of the State Traffic Inspectorate within 10 days after the deadline. As indicated in the draft order, it is planned to "start evaluating the effectiveness of driving schools with reports for 2027."
The list of assessment criteria includes the results of exams; the proportion of graduates from the total number in a particular driving school who successfully passed theory and practice on the first attempt; the proportion of theoretical and practical exams not passed by graduates; accident rates due to traffic violations by graduates of driving schools with up to two years of driving experience (taking into account the number of accidents in which people per 1,000 graduates were killed or injured).
Earlier, on January 21, it was reported that the new rules for training in driving schools will enter into force on March 1, 2026, among them a distance learning format for theory and an increase in the duration of driving instruction. Changes in the course of first aid in case of an accident will be carried out, rules for interaction with road users on electric scooters will be introduced.
