Gasparyan proposed measures to counteract school bullying

Schoolchildren who regularly participate in bullying were offered to be transferred to special institutions. This was stated on February 4 by First Deputy Chairman of the Commission on Education and Upbringing of the Civic Chamber of the Russian Federation Armen Gasparyan.

"As for bullying, the situation is complicated. It seems to me that it is absolutely necessary for the most difficult (schoolchildren. — Ed.) transfer to special institutions," Gasparyan told RIA Novosti.

According to him, at the same time, it is necessary to strengthen social advertising, increase the responsibility of teachers and form a strict position among students.

"Students should understand that this is (bullying. — Ed.) is unacceptable. And if someone is unable to understand, then it must be explained to them in other institutions. It will be more than fair," he added.

Earlier, on December 24, 2025, it was reported that when considering bullying claims, the courts would find schools guilty of improperly providing a safe environment for children. Institutions can protect themselves only by documenting and responding to conflicts in a timely manner.
