Fines for unsanitary conditions in apartments are planned to increase at least 10 times. This was announced on February 4 by Sergey Kolunov, Deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

"It is necessary to index the fines for this offense at least 10 times — up to 5-10 thousand for individuals, up to 10-20 thousand for officials and sole proprietors, up to 100-200 thousand rubles for legal entities. When such people start paying in rubles, they will definitely start respecting the rights of their neighbors," Kolunov told TASS.

He stressed that the current fines are established by Article 6.4 of the Administrative Code of the Russian Federation and have not changed since 2008.

"Those who arrange complete unsanitary conditions in an apartment building and interfere with the lives of others simply pay a small fine and continue to live as before. Such situations last for years and decades," the parliamentarian noted.

Earlier, on October 22, 2025, it was reported that neighbors who create unsanitary conditions can be held accountable under Article 6.4 of the Administrative Code of the Russian Federation with a minimum fine of 500 to 1 thousand rubles. It is also possible to require neighbors to carry out disinsection and compensation for moral and material damage through the court.
