The State Duma recalled the right of citizens to demand recalculation for substandard housing and communal services

In case of poor-quality provision of housing and communal services (HCS) or interruptions in resources, Russians have the right to demand a recalculation of the payment made. This was announced on February 3 by Svetlana Razvorotneva, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, in an interview with RT.

She clarified that when assessing the quality of services, one should focus on the decree of the Government of the Russian Federation No. 354, which clarifies situations when the supply of services is disrupted — for example, if the water temperature does not meet the standard (60 degrees) or the chemical composition of the water is violated.

In order to fix a substandard service, citizens should contact the emergency dispatch service or the management company (CC). Next, the application is checked by employees of the Management Company and the resource supply organization. As a result, an act is drawn up with the signatures of representatives of the emergency dispatch service, as well as residents of the house, if the problems have affected everyone.

From the moment the act is drawn up, the recalculation begins, which continues until the service is fully restored in accordance with the norms. After the violations are eliminated, an act on the work performed is signed.

"If there are problems in the whole house, and the whole house applies for such acts, including to resource supply companies, it will be very sensitive, because the recalculation will be significant," the parliamentarian noted.

The Antimonopoly Service will have the right to set prices independently.

As lawyer Elena Kuderko said on January 31, from March 1, 2026, the last day of payment for housing and communal services is shifted to the 15th of each month. Thus, instead of the current 10th day of the month following the settlement, payments will need to be made up to and including the 15th day. The changes were provided for by Law No. 177-FZ of June 24, 2025, which establishes a single payment schedule for all citizens and its convenience.
