The volume of procurement costs for the organization of New Year's Eve and Christmas celebrations in September – December 2025 increased by 19.1% compared to the same period last year — from 8.66 billion to 10.31 billion rubles. The number of competitive procedures increased by 19.4% over the same period, from 11,424 to 13,642. "The increase in costs may be related to inflationary processes that have affected both the cost of the work and the jewelry itself. In addition, the trend was influenced by an increase in the number of users of social support measures who receive New Year's gifts, invitations to events, and so on," the analysts explained the results of the study.
In the "Contour.Procurement" also noted that the last four months of 2025 account for the most active period of customer preparation for the New Year holidays. In 2025, 79% of all studied purchases were completed in monetary terms and 85% in kind.
In the remaining months, as a rule, purchases are made for the dismantling of festive illuminations, Christmas trees and decorations, as well as pre-purchases of gifts with long shelf lives, the representatives of the service explained.
Contour analysis.Procurement" was conducted both for purchases under Law 44-FZ, which is used by government agencies, state and municipal organizations, and under law 223-FZ, applied by state-owned companies, monopolies, subordinate institutions and a number of other legal entities. The study covered not only the festive decoration of cities, but also the organization of events, as well as the purchase of gifts and souvenirs.
The VTsIOM analytical center reported on January 26 that the average spending of Russian families on New Year's Eve celebrations remained approximately at the level of last year, despite the rise in prices of certain goods and services. On average, Russians spent 64.4 thousand rubles on the holiday. According to analysts, for the first time in the last few years, entertainment — attending events and trips - made up the bulk of New Year's expenses.
