The ex-head of the Rostov Horizon plant confessed to abuses at the GOZ
The property of Igor Khokhlov, the former head of the Rostov enterprise Horizon JSC, was arrested as part of an investigation into abuse of authority in the execution of a state defense order (GOZ). This was reported on February 3 by the Investigative Committee (IC) of Russia in the MAX messenger.
The official himself confessed to the case. The amount of damage caused by them is estimated at more than 16 million rubles. The criminal case is being investigated under clause "b" of Part 2 of Article 201.1 of the Criminal Code of the Russian Federation ("Abuse of authority in the execution of the state defense order").
The investigation revealed that in 2021-2023, the state customer signed multimillion-dollar contracts with Horizon JSC for the manufacture of electronic equipment. Khokhlov was obliged to fulfill all the clauses of the contracts, but in 2023, the suspect submitted financial documents that indicated the unreliable cost of manufacturing equipment.
"In order to secure a verdict regarding the recovery of a fine, civil action and property penalties, the court, at the request of the investigation, seized Khokhlov's property for a total amount of 20 million rubles," the report adds.
On February 2, the Federal Security Service of Russia for the Rostov Region reported that a criminal case had been opened against the former general director of the Rostov manufacturer of ship navigation radar stations Horizon. It was noted that in 2023, the former director of the enterprise instructed subordinate employees to overestimate the cost of military products manufactured under the state defense order.
