Changes to the rules for issuing family mortgages, under which, from February 1, one family is limited to one mortgage, will increase the targeting of such support, as well as help to use budget funds more effectively. This was announced on February 3 by Alexey Voylukov, MBA Professor of business Practice in digital Finance at the Presidential Academy.

"Changes in the rules for granting family mortgages, which came into force on February 1, 2026, are generally aimed at increasing the targeting and efficiency of budget funds," he told RIA Novosti.

He noted that previously each spouse could get a separate preferential mortgage. Now, the loan will be extended to the family, and the spouses will act as co-borrowers. This will reduce the opportunity to benefit from government subsidies.

At the same time, the conditions of receipt will not worsen for those families who use the program to improve their living conditions.

"In fact, we are talking about the redistribution of resources in favor of those borrowers for whom the program was originally intended," the economist explained.

On the same day, Mikhail Golovnin, Director of the Institute of Economics (IE) of the Russian Academy of Sciences, said that regulating mortgage interest rates could make lending more affordable for Russian residents. The expert added that the policy of subsidizing rates in certain groups of regions of the Russian Federation can also be implemented at the federal level. He also noted that the possibilities of the budgets of the constituent entities of the Russian Federation are limited by regional preferential programs and do not allow them to be subsidized.
