Families with a child under three years of age and an income below twice the minimum subsistence level established in the region have the right to receive monthly payments from the maternity capital. This was announced on February 3 by Igor Balynin, PhD in Economics, Associate Professor of the Department of Public Finance at the Financial University under the Government of the Russian Federation.

"A monthly payment from the funds of the maternal (family) capital is provided <...> if there is a child in the family under three years old and provided that the average per capita income of the family does not exceed twice the minimum subsistence level per capita established in the region of its residence," he told TASS.
