Rakova spoke about the future of the public service centers "My Documents"
Despite the digitalization of public services, the physical centers "My Documents", where citizens can apply in person, will not lose their relevance and will continue to develop. This opinion was expressed in an interview on the Rossiya 24 TV channel by Anastasia Rakova, Deputy Mayor of Moscow for Social Development, following the results of the IX All-Russian IFC Forum held in the capital.
Initially, the My Documents center was created solely to provide public services, Rakova recalled. "But we see how technology is developing directly, and the sphere of communication between the state and the population is increasingly moving from offline to online. More and more services can be obtained on electronic portals 24/7," she noted.
So, according to Rakova, over the past three years, the number of face-to-face visits to the My Documents centers has halved, and this process will not stop. "But there will always be people who will want to communicate face—to-face, so the My Documents centers will always be and will continue to develop," the deputy mayor emphasized in an interview.
She explained that the staff of the My Documents centers "will always be needed where human participation is important." In particular, according to her, for this reason, the Moscow authorities have been actively introducing administrators from among the employees of the MFC into the work of medical institutions in the social sphere for several years. Today, more than 3,000 representatives of the My Documents centers act in this role. They help to make an appointment, spread streams, provide additional information, and often act as communicators between relatives, patients, and doctors, the deputy mayor said.
Employees of the My Documents centers began working in the capital's state polyclinics and hospitals and took on a significant amount of non—medical work, from patient navigation to organizational issues, said the deputy mayor of the capital. This allowed doctors and specialists to focus on treatment. In addition, the participation of administrators contributed to a change in the atmosphere in medical institutions, making interaction with patients more service-oriented and human-oriented.
According to Rakova, a similar approach is used in other urban projects. Thus, employees of My Documents ensure the operation of the Moscow Longevity centers, work in a Single veterans Support Center, which provides comprehensive support to participants in a special military operation and their family members.
The first public services center opened in Moscow on August 22, 2011 in the Lefortovo district. Currently, 139 "My Documents" centers are operating in the capital, including eight flagship offices and the Palace of Public Services at VDNH. They provide more than 300 public services, 99% of which are available on an extraterritorial basis — you can contact any convenient center, regardless of the place of registration and residence. The district centers are open daily from 8 a.m. to 8 p.m., the flagships and the Palace are open from 10 a.m. to 10 p.m.
