The bill on increasing fines for headlight tuning was returned to the author
The bill, which proposes to tighten administrative responsibility for the operation of vehicles with modified (non-standard) headlights, did not reach the first hearing. The relevant committee of the State Duma decided to return it to the author in order to comply with the requirements of the Constitution of the Russian Federation and the regulations of the State Duma, according to the website of the lower house of parliament.
"In accordance with part 3.1 of Article 107 of the Regulations of the State Duma, to return the specified draft law to the subject of the right of legislative initiative in connection with the non—compliance of the draft law with the requirements of Article 104 of the Constitution of the Russian Federation and Article 105 of these Regulations of the State Duma in order to comply with these requirements," the Committee on State Construction and Legislation said in a statement.
The document was published on the website of the lower house of parliament on January 19. It was prepared by Mikhail Delyagin, Deputy Chairman of the State Duma Committee on Economic Policy. The bill proposes amendments to Article 12.5 of the Administrative Code of the Russian Federation: a 10-fold increase in the administrative fine to 5,000 rubles under Part 1, as well as the introduction of a new administrative fine of 5,000 rubles under Part 3 of this article.
The article of the Administrative Code, to which the deputy proposed amendments, provides for liability not only for violations during the installation and operation of external lighting devices on a vehicle, but also for many other malfunctions, as well as for illegal car tuning, lawyers and experts previously interviewed by Izvestia noted.
Earlier, on January 19, the National Automobile Union (NAS) appealed to the head of the Ministry of Internal Affairs of the Russian Federation Vladimir Kolokoltsev with a proposal to strengthen responsibility for the illegal modification of car headlights and exhaust systems in Russia can be significantly increased — up to the deprivation of a driver's license for up to six months or a fine of 30 thousand rubles.
