Patriarch Kirill of Moscow and All Russia said that when he was studying at the seminary, he drank two bottles of cognac during a four-hour conversation with the Commissioner for Religious Affairs, who was "by nature an enemy of the church."

"I remember the difficulties our priests, rectors, and deans faced, even when dealing with the simplest issues. The commissioner was by nature an enemy of the church, but he put up with the fact that some priests existed, and did everything possible not to expand or strengthen church life in any way," he shared his memoirs.
