Cuba is experiencing an acute shortage of fuel, and a complete cessation of supplies would be catastrophic for its infrastructure. This was reported on February 1 by The Guardian newspaper.

"The situation is extremely critical for Cubans. According to the analytical company Kpler, this [2026] year, only one shipment of oil arrived — 84.9 thousand barrels from Mexico. Given the current reserves, Kpler estimates that if no more tankers arrive, Cuba will run out of fuel within the next three weeks," the material says.

Earlier, Cuban President Miguel Diaz-Canel accused the head of the White House, Donald Trump, of trying to strangle the island.

"[If Cuba runs out of diesel fuel,] the consequences will be catastrophic, as diesel fuel is used in transportation — both passenger and commercial, on railways, in agriculture, industry, water supply and sugar cane cultivation," said Jorge Pinyon, an energy expert from the University of Texas.

On January 29, Trump's decree on the introduction of a national emergency and duties on goods from countries that supply oil to Cuba was published on the White House website. It clarifies that the duties were introduced to "solve the problem of a national emergency," announced in the text of the same decree.

Cuban Foreign Minister Bruno Rodriguez said on January 30 that the actions of the American side against Cuba pose an "unusual and extraordinary threat" to international security. According to the head of the Cuban Foreign Ministry, this statement was made "with the solidarity of the international community."

Russian Foreign Ministry spokeswoman Maria Zakharova said on January 31 that the state of emergency in the United States, imposed due to an alleged threat to national security from Cuba, is a radical continuation of the strategy of pressure on the country with the aim of economic strangulation. The ministry also stressed that Moscow categorically does not accept unilateral sanctions against sovereign states that circumvent the UN and international law.
