This was announced on February 1 by Sergey Rybalchenko, Chairman of the Commission of the Public Chamber of Russia on demography, protection of family, children and traditional family values.

"Such [paternal] capital in the amount of 2 million rubles could, on the one hand, encourage fathers to implement their reproductive plans. Secondly, it will enhance the role of the father in the family," he said in an interview with TASS.
