The power supply has been fully restored in Murmansk. All districts of the city receive electricity as usual, emergency crews have completed work to eliminate the consequences of the outages. This was announced on January 31 by the governor of the region Andrey Chibis.

"Management companies and resource supply organizations are fine—tuning the electricity supply," the head of the region said on the Telegram channel.

It is noted that the power supply has also been restored in Severomorsk.

During the blackout, help points were quickly deployed for residents, where they could keep warm, charge their mobile devices and get groceries. Olga Anukhreeva, a resident of Murmansk, told Izvestia about the first hours after the power outage.

"The lights went off, the pipes immediately began to cool down — the temperature dropped, the heating began to disappear. There was still no cold water, only hot water coming from the tap. In the evening, the lights blinked several times, there were power surges, and in the morning the electricity was completely gone. It was good that we could drink hot tea, we were told that there would be hot food, porridge and food packages," she said.

As volunteer Lyudmila Atanesyan shared, it became known about the opening of aid stations for the population in the morning.

"In such situations, we open help points where you can warm up, drink tea, and charge your phones. They also provide rations for families. We are currently at 12 Skalnaya Street, at school No. 49 — a lot of people have gathered, everyone is waiting for the delivery of food packages. In general, the situation is calm, people are happy," she said.

On January 30, more than 1.3 thousand people were left without water supply and heat in the city of Bodaibo, Irkutsk region. The accident affected 1.3 thousand people living in 141 houses. Secondary school No. 3 and a special correctional school also found themselves without heat and water.
