In Russia, it was proposed to establish a 100% sick leave payment for working parents with minor children, regardless of insurance experience. With such an initiative, Deputy Speaker of the State Duma Boris Chernyshov appealed to the head of the Russian Ministry of Labor Anton Kotyakov.
According to Chernyshov, now the amount of temporary disability benefits directly depends on the length of insurance experience.: 60% of the average earnings for people with up to five years of experience, 80% for people with five to eight years of experience, and 100% only for people with more than eight years of experience. The same scheme applies when caring for a sick child over the age of eight.
He noted that this rule makes many young families financially vulnerable, as parents often lack the necessary length of service due to studies, travel or work breaks. As a result, he estimates that when a child is ill, the main breadwinner of the family can lose from 20 to 40% of income, which seriously affects the stability and well-being of the family. "In connection with the above, I ask (...) to consider a proposal to establish a guaranteed 100% payment of temporary disability benefits for working parents with minor children, regardless of their insurance record," Chernyshov said.
He suggested applying a 100% sick pay for the first 10 calendar days of care for a sick child — no more than three times a year for each working parent. According to him, after the expiration of this period or when the limit is reached, payments should be calculated in a general manner, taking into account insurance experience.
Chernyshov noted that the measure will become a real support for millions of families at critical moments, and the restrictions will help maintain the financial stability of the social insurance system and strengthen the institution of the family in the long term.
On January 29, Evgenia Gankina, director of the Roskachestvo Organizational Development Department, said that now employees with insurance experience of eight years or more receive maximum compensation, namely 100% of average earnings. If the length of service is from five to eight years, 80% of the average salary is paid, and if the length of service is less than five years, 60% is paid.
