In Russia, it is necessary to introduce a single federal standard law on the silence regime in apartment buildings at night. This was announced on January 30 by Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

"Each region sets its own rules for silence violations and fines. <...> I think it would be more correct to bring all regulations to a single standard, and not to fine for the first violation," he said in an interview with RIA Novosti.

According to the deputy, the current system of regional legislation in this area does not work. He explained that in one region the fine for the first violation is 500 rubles, and in another — 5 thousand rubles.

He also recalled that after amendments were made to the Code of Administrative Offenses (CAO) of the Russian Federation in 2014, local "laws of silence" were adopted in different regions, but citizens' complaints of violations did not decrease.

Koshelev suggested that in case of the first violation of the "silence regime", management companies or HOAs should conduct explanatory work with the violator, and for the second violation, an act should be drawn up and a warning should be issued.

In addition, according to the parliamentarian, in case of further violations, the fines should also be increased: for the first time — from 500 to 2 thousand rubles, for the second fine — from 2 thousand to 5 thousand rubles, for the third — from 5 thousand to 10 thousand rubles.

Sergei Kolunov, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, said on January 28 that the amount of fines for violating the silence regime at night varies depending on the region of Russia. According to him, in Moscow, for noise at the wrong time, a fine of 1 thousand to 2 thousand rubles is threatened for individuals, from 4 thousand to 8 thousand rubles for officials, from 40 thousand to 80 thousand rubles for legal entities.
