Polish official criticized the European struggle for digital sovereignty

Excessive regulation will not help the European Union (EU) countries achieve digital sovereignty, Polish Deputy Minister of Digitalization Dariusz Standerski believes.

"I'm not sure that we even need an EU law on the development of cloud technologies and AI. I don't think the best support for investment is regulation. <...> It was [investments] that secured our sovereignty, not discussions and declarations," the politician said, quoted by the Financial Times (FT) newspaper on January 30.

Standerski insists that instead of developing new digital laws, Europeans should focus on investing in technology: "seek funding, improve coordination, and establish collaboration between academia, business, the defense sector, and other industries."

There is growing concern in the EU member states about the continent's digital dependence on American firms. In particular, according to Statista, three American giants — Amazon Web Services, Microsoft Azure and Google Cloud — occupy 65% of the European cloud services market.

In an attempt to reduce dependence on Washington, Brussels began actively developing European legislation regulating the field of digital technologies, writes FT. For example, at the end of March 2026, the European Commission plans to present a package of measures to ensure "technological sovereignty," including the Law on the Development of Cloud Technologies and AI and the Law on Chips. The Commission is also preparing a law on quantum technologies.

On January 28, Sergey Kiriyenko, First deputy head of the Russian presidential Administration, said that only three countries in the world have full digital sovereignty — Russia, the United States and China. He stressed that this is a matter of pride for the Russian side, as well as an important aspect of the national security of the state.
