Employees of the Prokopievsky Neuropsychiatric boarding school (PSNI) in the Kemerovo region tied guests to their beds so that they would not wander along the corridor — some of them were forced to stay in bed for days. This was announced to Izvestia on January 29 by Alexey Mukhin, head of the public all-Russian movement "Civil Committee of Russia" in the Kemerovo region.

Earlier, he said that the boarding school sued him after in 2022 he distributed a video online with a beaten disabled man who was put on a chain. The staff of the PSNI claimed that the patient had injured himself while banging his head against the wall, but, according to Mukhin, the bullying of the incapacitated man lasts about four years — all this time, according to the guests, he was beaten by other patients.

"In January 2026, I was informed that this disabled man was tied up with a rope so that he would not walk down the corridor, and thrown into a storeroom," the social activist added.

A log describing accidents was kept at the facility to report on the condition of the wards. After law enforcement officers noticed what was happening, a postscript appeared in the book stating that the injured man was falling to the ground in seizures and hitting the asphalt — according to Mukhin, it could have been done retroactively.

"If someone gets sick there, they don't take them to the hospital for treatment. They write in their magazines that he has no fever and is supposedly absolutely healthy," the lawyer clarified.

On the same day, the Ministry of Labor and Social Protection of the Kemerovo region reported that in January of this year, nine guests of the Prokopiev boarding school for citizens with mental disorders died, in which influenza A had previously broken out. It was clarified that most of the dead were elderly people with chronic diseases. Decompensation of heart failure, circulatory system diseases, thromboembolism and chronic obstructive pulmonary disease are listed among the causes of death.

The Investigative Committee noted that the death of three boarding school guests in Prokopyevsk is related to the flu, and the causes of death of six more people are being investigated.

The prosecutor's office of the region noted that during the inspection of the boarding school in Prokopyevsk, facts of non-compliance with sanitary and epidemiological standards were revealed, and the head of the institution received a presentation on the elimination of violations.
