Moskalkova offered to pay alimony to schoolchildren over the age of 18
On January 28, the Commissioner for Human Rights in Russia, Tatyana Moskalkova, proposed amendments to the legislation, according to which adult schoolchildren will be entitled to alimony payments.
"The Ministry of Justice of the Russian Federation should consider legislating the right to alimony for adult children enrolled in educational institutions of general education," the Ombudsman's report for 2025 says.
According to her, these payments are necessary because, as adults, students are still unable to provide for themselves. In addition, Moskalkova suggested returning to consideration of the initiative to create a state fund designed to provide "guaranteed financial support to children in cases where the recovery of alimony from parents is difficult or impossible."
Sergey Rybalchenko, Chairman of the Commission of the Public Chamber of the Russian Federation on demography, protection of family, children and traditional family values, said that from March 1, 2026, Russia will introduce an updated regulation on the accounting of alimony obligations when determining the right to a single benefit. According to him, when calculating the single allowance, the order of accounting for alimony has changed, if they are not established by the court, but are determined by the agreement of the parents.
