Deputy Nilov named the amount of overtime pay under the new rules

On Wednesday, January 28, the State Duma discussed a bill to increase the annual overtime limit from 120 to 240 hours. According to Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, the key principle of the initiative will remain voluntary and mandatory increased pay.

"It's about giving some flexibility to existing forms of employment. This is dictated by the current situation in the economy, the labor market and the needs of individual enterprises, primarily industrial ones," the deputy explained.

Nilov stressed that exceeding the current limit of overtime is possible only if double overtime pay is maintained. At the same time, for certain categories of workers — pre—retirees, pensioners and those employed in hazardous industries - the written consent requirement will remain.

The head of the relevant committee also recalled that the basic restrictions of the Labor Code will remain in force.

"During the day, processing should not exceed four hours — this restriction will apply, like all other norms of labor legislation," Nilov stressed.

Additionally, it is proposed to allow processing over 120 hours only if it is explicitly provided for by a collective agreement or an industry agreement, which, according to him, will strengthen control by trade unions, labor inspections and the prosecutor's office.

A separate block of amendments concerns the digitalization of labor relations. As the deputy noted, the bill provides for the introduction of electronic personnel document management for notifying employees, as well as expanding the list of organizations where fixed-term employment contracts can be concluded. The standards in question are expected to enter into force on September 1, 2027.
