Pskov region increased the construction of FAPs by 30% in 2025

More modular institutions have been built in the Pskov region. The pace of attracting doctors to primary care has also increased as part of the regional healthcare modernization program.

According to the Pskov News feed, with reference to the head of the regional Ministry of Health Marina Garashchenko, 37 modular clinics and three outpatient clinics were built in the Pskov region last year. 213.9 million rubles were invested in the construction. In 2024, 27 clinics and one outpatient clinic worth almost 125 million rubles were built in the region.

This year, it is planned to build 21 FAPs in rural settlements in seven municipalities. 139.8 million rubles will be allocated for this.

The Minister noted the increase in the personnel potential of primary health care in the Pskov region. Last year, 92 doctors were employed by state medical organizations. This is three more specialists than in 2024. 32 doctors were assigned to the primary unit of the district service. This is 12 more specialists than a year earlier.

Garashchenko called housing the most effective measure of personnel support. Among other things, we are talking about the provision of office housing and its subsequent privatization after 7 years of operation, monthly compensation for commercial hiring, and a "preferential mortgage" program with a one-time payment of up to 30% of the cost of housing. There are also one-time "lifting" payments for first employment in the region.

Previously, Doctor of Medical Sciences, MBA in Healthcare Management, Rector of the Higher School of Healthcare Organization and Management (HSE) Guzel Ulumbekova said that the shortage of doctors is most pronounced in those regions where the average wage in the economy is lower. For example, in the Vladimir, Kaluga, Kostroma, Kurgan, and Pskov regions, the availability of doctors is about 30 per 10,000 people, which is a quarter lower than the average in Russia and even lower than in more affluent regions, such as St. Petersburg, where it exceeds 50 per 10,000 people. — the specialist commented.

In Russia as a whole, there are not enough internists and pediatricians, neurologists, ophthalmologists, endocrinologists, oncologists, psychiatrists and narcologists, emergency doctors and intensive care specialists in state clinics.
