Support measures for participants in a special military operation (SVO) should be provided through multifunctional centers (MFCs) in all regions of Russia. This was announced on January 28 by Deputy Head of the Russian Security Council Dmitry Medvedev.

"Participants in the special military operation are also applying for benefits and payments to the IFC system. And all the support measures we have are cross—cutting — there are federal, regional, and even in some cases municipal — they can also pass through the IFC system, and this needs to be achieved," he stressed, speaking at the IX All-Russian Forum of Public Services Centers.

Medvedev noted that this opportunity has already been implemented in a number of regions, but where it has not yet been implemented, work must be completed. The Deputy Head of the Security Council also praised the role of the IFC, calling their creation a revolutionary change for the country in the interaction between the state and citizens.

"As far as I know, a total of 630 services are currently being provided through the MFC system, but also in <... This year, there have been more than 160 million requests. In other words, this means that the number of applications was more than the population of our country," he stressed.

Medvedev added that Russian MFC technologies are being implemented in other countries, and in those countries where they do not exist, citizens face serious difficulties.

In addition, the deputy head of the Security Council thanked the staff of the MFC of the border regions of Russia, who came to the aid of people after the start of shelling by the Armed Forces of Ukraine (AFU).

"So that people, even in conditions where great trouble has come, could still somehow fix certain legal facts and achieve certain legal consequences from the state," he concluded.

Russian Defense Minister Andrei Belousov announced on November 17 last year that in 2026 at least 90% of the benefits in demand for participants in a special military operation (SVO) will be provided through Gosuslugi or multifunctional centers (MFC). In addition, a system of motivation of military authorities for solving the problems of military personnel will be introduced. According to him, in 2025, almost 17 thousand military personnel received official housing.
