State Duma deputies from the Communist Party of the Russian Federation and Senator, member of the Central Committee of the Communist Party of the Russian Federation Airat Gibatdinov have taken the initiative to make refunds for air tickets easier for parents with many children and those who raise a child alone in cases when their children under the age of 14 get sick. The relevant bill will be submitted to the State Duma on Wednesday, January 28.

"The proposed amendments to Article 108 of the Air Code of the Russian Federation are aimed at providing an opportunity to refund funds for an unused air ticket for members of a large family (parents), mothers or fathers raising a child without the participation of a spouse, due to the illness of a minor child under the age of 14 who needs care and does not follow together with such a passenger on an aircraft," RIA Novosti cites the contents of the bill.

It is specified that currently a refund for air tickets in case of forced cancellation of the flight is possible if the illness of the passenger or his close relative with whom he was supposed to fly is confirmed by medical documents. The rules for paying for travel and providing such certificates will be determined by the Government of the Russian Federation.

Deputies from the Communist Party of the Russian Federation believe that the existing legislation has a gap and propose to eliminate it. They advocate amendments to the Air Code that will allow large families and single parents to refund money for air tickets if they have to cancel a flight due to the illness of a child under the age of 14.

State Duma deputy Alexander Yakubovsky announced on January 18 that from March 1, Russian airlines will have to notify passengers in advance about the flight rules, conditions for making changes to the ticket, canceling the flight and refunding funds, including cases of illness or other unexpected circumstances. According to the MP, the new rules will improve the situation of passengers, especially families with children. Airlines are now required to provide children under 12 years of age and their accompanying persons with seats nearby for free. The issue of forced cancellation of the flight has also been resolved and a clear threshold for flight delay (30 minutes) has been established, at which the passenger can demand a refund.
