Representatives of the National Financial Market Council (NSFR) have announced an initiative to potentially ease the existing limit on the number of cards per person — this figure is proposed to be lowered from 20 to just 10 issued by one bank. This was confirmed on Wednesday, January 28, by a corresponding letter addressed to Maksut Shadaev, Minister of Digital Development, Communications and Mass Media of the Russian Federation.

"As for the quantitative parameter of the restriction, the optimal number, at least at the first stage of the initial implementation of the previously missing restriction, is 10 cards for each bank," RIA Novosti cites the contents of the message.

The existing restriction, as emphasized, was designed to protect Russians from fraudsters, however, according to the drafters of the text, it is "redundant." The NSRF emphasized that in order to participate in fraudulent schemes, non-legal entities most often issue several payment cards at once in one bank, which is already regulated by an intrabank restriction on the number of cards, so the limit may infringe on bona fide citizens.

On January 22, State Duma deputy Amir Khamitov drafted an appeal to Shadaev with a proposal to oblige banks to re-identify their customers. According to the initiator, this measure will reduce the risk of fraud, as well as protect Russians from fraud by intruders.
