Alexey Dedov, the ex-deputy governor of the Kursk region, accused of embezzlement of budget funds for the construction of fortifications, said in court on January 27 that he had informed Roman Starovoit, the former governor of the region, about problems with the construction of defensive structures in the Kursk border region.

"I reported to Smirnov (ex-deputy governor Alexei Smirnov - Ed.) and Starovoit that we have a problem (with the construction of fortifications - Ed.), the contractor is not coping, that there is a dangerous site and urgent measures need to be taken to carry out these works. I reported this to Starovoit," RIA Novosti quoted him as saying.
