The hostel in Balashikha, Moscow region, where the fire occurred, belongs to Igor Korneev, chairman of the regional branch of the Union of Pensioners of Russia, and his wife. This became known on January 27 from the materials of the court case.

It is noted that a private house burned down in Balashikha was used illegally as a hostel for unregistered foreign citizens.

According to the prosecutor's office, in 2017, after an inspection, unregistered foreigners were found in the house. The prosecutor's office of the city of Reutov demanded that the owners eliminate violations of migration legislation.

"Officers of the police department in the city of Reutov identified four foreign citizens in the above—mentioned apartment No. 148, <...> who lived in a hostel (hotel) in violation of the migration registration procedure, namely, they did not have registration at their place of stay," the Moscow Regional Court website says.

The Korneevs did not comply with the requirements of the prosecutor's office, which became the basis for filing a lawsuit for inaction. In response to the trial, the couple filed an appeal in 2018, claiming that they did not know about the residence of illegal migrants.

Later it became known that the individual entrepreneur V.A. Zheludov was responsible for the house, to whom the Korneevs transferred the premises free of charge for the "safety of property."

According to the source of Izvestia, the owners could have several similar objects.
