The Russian Ministry of Finance has proposed legalizing online casinos, which, according to the agency's estimates, will make it possible to replenish the budget by 100 billion rubles annually. This was reported on January 27 by the newspaper Kommersant, citing sources.

According to the newspaper, currently the illegal turnover of gambling on the Internet exceeds 3 trillion rubles a year. The proposed legalization is possible under strict conditions, including working through a single operator, similar to bookmakers, and mandatory accounting through a Single Betting Transfer Center.

As part of the initiative, it is proposed to introduce a tax on online casinos in the amount of at least 30% of revenue. The administration will be handled by a specially created regulator. In addition, it is planned to set an age threshold of 21 years for gambling.

On December 18, the State Duma (DG) adopted in the second and third readings a law allowing Russian citizens to establish a self-ban on gambling from September 1, 2026. Russians can establish a self-ban on gambling in bookmakers, sweepstakes, casinos and slot machine halls.
