The personnel deficit in Russia continued to decrease in the fourth quarter of 2025, but the availability of labor resources remains significantly below the level that was recorded until 2022. This was confirmed on January 26 by data from the analytical review of the Central Bank of the Russian Federation "Monitoring Enterprises".
"The staff shortage continued to decrease gradually in the fourth quarter, but the availability of employees is still extremely low compared to the period up to 2022. Hiring expectations for the first quarter of 2026, while maintaining a positive balance of responses, have become the most moderate since the third quarter of 2022," according to a review on the regulator's website.
It is noted that the most significant shortage of personnel remains in agriculture and manufacturing industries.
According to the Central Bank, enterprises operating in an unstable labor market plan to increase wages by an average of 2.8% in the first quarter of 2026 compared to the fourth quarter of 2025.
