The lawyer spoke about the new rights of passengers in case of flight delays from March 1, 2026

On March 1, 2026, updated air transportation rules will come into force in Russia, which will oblige airlines to inform passengers in advance about flight conditions, ticket refunds and service procedures in case of flight delays. Lawyer and auto lawyer Timur Marshani told Izvestia about this.

According to the expert, passengers will receive extended guarantees while waiting for departure.

"The new rules explicitly state that water must be provided one hour after two hours of delay, and food two hours after four hours of waiting," he explained.

Marchani noted that the electronic boarding pass will be officially equated to a paper one, and passengers with limited mobility will be able to carry an expanded set of hand luggage. In addition, the rules for transporting baby strollers are being clarified, which can be taken on board for free even if the child is not on this flight.

The lawyer stressed that in case of violation of the new requirements, passengers should record the situation and immediately contact the airline's representatives.

"Photos, videos and a written claim on the spot will help to demand services and compensation. In the future, you can send an appeal to the carrier and the regulatory authorities," he added.

The expert also pointed out that airlines will bear administrative and civil liability for non-compliance with the updated rules, including the obligation to compensate for losses and refund ticket prices in cases stipulated by law.
