The ranking of countries on the development of artificial intelligence (AI), developed by Microsoft, is an instrument of influence and does not reflect the real situation. This opinion was expressed on January 23 in an interview with Izvestia by the ex-manager of the company, IT specialist Joseph Schutzman.
On January 20, the Microsoft Institute of AI Economics ranked Russia 119th in terms of AI adoption. Experts estimated the spread of AI in Russia at 7.6% in the first half of 2025, and 8% in the second half.
"This is exactly how IT companies operate in the United States. This is part of what we call technocracy. In a certain sense, it is a structure that stands above the government in many ways. It is often used as a tool of "soft power," and sometimes, unfortunately, as a "hard power," Schutzman said.
He noted that companies such as Microsoft have an interest in underestimating the positions of countries such as Russia, China and Iran, which are not Washington's allies, in their ratings. Subsequently, the ratings are shown to Americans, not all of whom are critical of information on the Internet. At the same time, the expert added that now people are more actively using alternative platforms for obtaining information, for example, the Yahoo News aggregator.
"It's definitely part of marketing, which we're very, very good at in America, teaching people to believe in things that are basically unfounded," he stressed.
Russian President Vladimir Putin said on December 25 that the next 10-15 years will be the time of the largest technological breakthrough in world history related to the development of AI. He stressed that artificial intelligence is a "much more disruptive and all-encompassing" technology that is rapidly conquering all spheres of life.
