The cynologist named the key conditions for healthy breeding of dogs and cats
The State Duma has supported in the first reading a draft law on the regulation of breeding pedigreed animals, which provides for mandatory documents on the origin of dogs and cats, the creation of a federal register of breeders and increased control over breeding activities. The law may enter into force on September 1, 2026.
The introduction of new requirements for the sale of pedigreed animals should be accompanied by the development of breeding culture and the education of owners, not just administrative measures. The head of the Orlov School Cynological center, Vitaly Orlov, told Izvestia about this, commenting on the initiative to regulate the breeding of dogs and cats.
According to the expert, the key criteria for admitting animals to breeding work should remain health and character, not appearance.
"Today, breeding is often allowed for design and appearance, neglecting psychology and genetics. To improve the quality of livestock, it is necessary to form a culture of producer selection," Orlov stressed.
The cynologist also noted that the availability of documents on origin alone does not guarantee an increase in standards in the industry.
"Without understanding the priority of health and character, paperwork will only add to the bureaucracy, and will not bring systemic changes," he believes.
The expert added that responsible breeding requires serious investments and is rarely profitable, and therefore it is important to support conscientious breeders. In his opinion, real improvements are possible only if the approach of future owners is changed.
"A dog or a cat is not a fashion, but primarily physical and mental health. This is where responsible breeding begins," concluded Orlov.
