Mikhail Degtyarev, Minister of Sports and Chairman of the Russian Olympic Committee (ROC), announced on the same day that the IWF had allowed Russian athletes under the age of 23 to compete with the flag and anthem. It was noted that the IWF allows adult Russian athletes to participate in international tournaments in a neutral status.
