The State Duma introduced a bill to simplify the registration of drunk drivers

A bill has been submitted to the State Duma, which proposes to optimize the activities of traffic police officers in terms of reducing the number of procedural documents they draw up when registering drunk drivers. The document was published on the website of the lower house of Parliament on January 22.

Currently, when identifying a driver with signs of intoxication, it is necessary to draw up from three to five procedural documents. These are the protocol on suspension from driving, the act of examination for alcohol intoxication, the protocol of referral for a medical examination, the protocol on an administrative offense, as well as the protocol on the detention of a vehicle. Drawing up a protocol on dismissal from management is mandatory in each case, which, according to the authors of the document, is redundant.

They proposed to amend the Administrative Code, which would allow traffic police to either draw up a separate protocol on suspension, or to mark the suspension in other protocols (for example, in the act of examination for intoxication). It is also proposed to provide a similar alternative in relation to the protocol on the detention of a vehicle, for example, to record the detention of a car in the protocol on an administrative offense.

In 2024, 403,5 thousand cases of administrative offenses were initiated for drunk driving and refusal of medical examination. It takes about 5 minutes to draw up a single procedural protocol. As a result, reducing the number of documents produced would save approximately 33.6 thousand working hours per year, as well as reduce financial costs for forms, the authors of the bill indicated.

The State Traffic Inspectorate will hold a three-day preventive event "Drunk driver" in Moscow. The raid will take place from January 23 to January 25. The traffic police called on road users not to remain indifferent to the problem of drunk driving and promptly inform the police at 102 or 112 about drivers who behave inappropriately on the road and pose a danger to themselves and others.
