The State Duma proposed to oblige banks to re-identify customers
In Russia, banks should be required to re-identify customers in some cases. This was announced on January 22 by State Duma deputy Amir Khamitov, who sent a corresponding appeal to the Minister of Digital Development of the Russian Federation Maksut Shadaev.
"The implementation of this measure will significantly reduce the risks of fraud, protect honest citizens and increase confidence in digital financial and public services, the development of which is one of the priorities of state policy," he said. 360.ru .
He also recalled a case when fraudsters issued a loan in the name of a teacher with many children from St. Petersburg, using a phone number, the contract for the use of which the woman had long since terminated. Khamitov noted that as a result of further proceedings and the seizure of all bank accounts, the victim was left almost without means of livelihood.
The deputy suggested resorting to re-identification in cases where an outdated phone number becomes the main identity identifier.
On January 19, Deputy Speaker of the Federation Council Nikolay Zhuravlev told Izvestia about the key measures of the second package of anti-fraud laws, which is being finalized for the second reading. According to him, the system has already proven its effectiveness, and the new rules will close existing vulnerabilities. Zhuravlev noted that one person will not be able to issue more than five cards in one bank and 20 in all in total. All cards will be linked to the INN in order to exclude registration for "dead souls" or stolen documents.
