In Russia, more than 190 thousand cars were sold at a discount under the state program for the year.

Over 190 thousand domestic cars were sold in Russia in 2025 under the preferential car loan program. The volume of discounts provided exceeded 74 billion rubles. This is stated in the message of the Ministry of Industry and Trade of the Russian Federation, which was received by Izvestia on January 22.

For 2026, about 20 billion rubles have been allocated from the federal budget to finance the preferential car loan program, and 30 billion rubles for preferential leasing.

Under the terms of the preferential car loan program, the basic discount is 20% (for residents of the Far Eastern Federal District — 25%) of the cost of a car with an internal combustion engine. The program continues to be valid for health workers, education workers, members of the SVO and their family members, citizens with disabilities, as well as families with children who purchase a car in the subjects of the Far Eastern Federal District.

For the remaining federal districts, the Family Car subprogram has been introduced since May 2025, which provides a 10% discount on the cost of a car for families with two or more children. In addition, the program includes special conditions for the participants of the SVO who were injured. The discount on manually operated cars for such citizens throughout the country is 40%.

The program conditions apply to cars with internal combustion engines worth up to 2 million rubles, gaining at least 2.5 thousand localization points. These are all Lada, UAZ, and GAZ models (with a gross weight of up to 3.5 tons), including their modifications. Also, a 35% discount (no more than 925 thousand rubles) applies to electric vehicles and sequential hybrids of the Russian assembly: Evolve I-Jet, I-Joy, I-Van, I-Sky, I-Space, Voyah Dream, Free and Passion, as well as Moskvich 3e, Amberauto A5 and models of the Eonyx brand. The Moskvich, Tenet, and Haval models have not yet scored the required 2.5 thousand points, so they are not on the list.

The preferential leasing program applies to all previously operating categories of vehicles, including passenger cars, light commercial vehicles, and trucks with internal combustion engines that score at least 2,500 localization points, electric vehicles, and sequential hybrids of domestic production.

On this day, January 22, it was reported that Russian trucks were already included in the subsidy program of the Ministry of Industry and Trade. Buyers of BASE equipment will be able to take advantage of government support measures when purchasing it under existing leasing programs. The list of the Ministry of Industry and Trade includes a chassis, a tractor truck, a flatbed vehicle and a dump truck.
