The Far Eastern and Arctic Mortgage program is going to be extended to the secondary market in localities where new housing has not been built in the last 20 years. This was announced on January 22 by the head of the Ministry of Regional Development Alexei Chekunkov.
"This is not for all settlements. This is for localities where no new housing has been built in the last 20 years. A decision will be made in the first quarter," the minister told TASS.
According to him, the relevant instruction was previously given by Prime Minister Mikhail Mishustin, and control over the execution is entrusted to Deputy Prime Minister Marat Khusnullin. The program allows you to get a housing loan at a rate of 2% per annum and is valid from 2019 for the Far East and from 2023 for the Arctic.
Earlier, on January 21, it was reported that the second half of 2025 was a record year for mortgage lending in the secondary housing segment. Experts from Sberbank Domclick noted that secondary loans increased by 215% compared to the first half of the year, and lending volumes consistently exceeded 50 billion rubles per month, peaking in December at about 85 billion rubles.
