Since March 1, the number of practical classes in driving schools has been increasing, as well as additional requirements for distance learning for future drivers. In addition, it becomes possible to take driving classes at car companies. However, for high-quality training of motorists, a number of other significant issues need to be resolved, members of the Civic Chamber of the Russian Federation, representatives of driving schools and experts concluded during the discussion. Less theory, more practice

On March 1, an order of the Ministry of Education and Science comes into force, establishing a new edition of the "Sample professional training programs for drivers of vehicles of relevant categories and subcategories." The number of these programs is decreasing from 62 to 47, and some of them are being transformed into retraining programs. First of all, we are talking about situations where a citizen who already has a driver's license is planning to open new categories. Now it is necessary to complete a full course of study, including listening to lectures on traffic regulations again. Starting in the spring, such a need will disappear: it will be necessary to study only a theoretical course directly related to the specifics of managing the appropriate mode of transport.

An important change in theory is related to distance learning in driving schools. This form of training will be available only to driving schools that meet certain conditions for the equipment on which classes are held. It should provide an opportunity to monitor attendance at classes. In addition, the theoretical training course will include additional sections on dangerous driving, SIM cards, electronic documents, including those related to accidents, the use of retroreflective vests, etc.

As for practical exercises, their number is increasing. For example, for category B (passenger cars), the number of hours increases from 56 to 58 (for training on models with manual transmission) and from 54 to 56 for the course on versions with automatic transmission. At the same time, the new programs allow for the possibility of learning to drive not only in driving schools, but also in transport enterprises. Now such a practice actually exists to teach the skills of driving trolleybuses and trams — there is simply no such technique in driving schools. Now, according to this scheme, it will be possible to teach the "automobile" categories of rights. Of course, for this, an appropriate agreement must be concluded between the driving school and the "training" carpool.

Teach teachers

The new programs will improve the quality of training for future drivers, according to members of the Civic Chamber, representatives of driving schools and experts. However, in order to radically change the quality of motorist training, it is necessary to solve a number of other issues, they emphasize.

One of the serious problems is the quality of the training of teachers and instructors of driving schools themselves, says Andrey Stepanov, an expert at the DOSAAF Russian Vocational Training Department. According to him, often "teachers" do not meet the requirements imposed on them. They often undergo the necessary professional retraining formally, he noted.

— It is necessary to train not only future drivers, but also teachers who teach in driving schools. Moreover, their training and certification should be carried out in regional retraining centers, as is the case with teachers of secondary schools," Andrei Stepanov said during the discussion "Standards and Innovations in the training of drivers of vehicles" held at the Civic Chamber of Russia.

According to Alexander Bakunov, director of the Federal Training Center at the Siberian State Automobile and Road University, it is not uncommon for employees of driving schools to undergo training and retraining in the same educational institutions where they teach.

— It turns out that driving school teachers actually prepare themselves. This is wrong — changes are needed at the legislative level," he said.

Reduce deadlines, update knowledge

Since the spring of 2024, there has been a procedure in Russia under which, after three unsuccessful attempts to take the law exams, the next time you can come to it is no earlier than six months after the last attempt. This is too long a time, says Vladimir Korobchak, a member of the Commission on Security and cooperation with the Public Chamber of the Russian Federation.

— During these six months, a graduate of a driving school will simply lose all knowledge and skills. This period should be reduced to at least two months. In addition, we propose to pay a state fee not only for the issuance of a driver's license itself, but also for each attempt to take the driver's license exam. This will force graduates of driving schools to prepare better for exams," he said.

Such a measure will allow both to increase the income of the state and to discipline future motorists, Vladimir Korobchak is sure.

Special attention should be paid to the psychological state of candidates for drivers, said Maxim Belugin, Deputy Chairman of the All-Russian Society of Motorists. To do this, as part of the mandatory driver's medical examination, it is necessary to conduct psychophysiological testing of those wishing to study at a driving school, he believes. In addition, when replacing driver's licenses, it makes sense to refresh the knowledge of traffic regulations in the memory of motorists, Maxim Belugin is sure.

— The rights are changed every 10 years. During this time, serious changes have been taking place in traffic regulations and legislation. Therefore, it is necessary to introduce a system in which obtaining a new driver's license will be impossible without the driver completing a small free course on these changes," said the Deputy Chairman of the SAI.
