Mikhail Ulyanov, Russia's Permanent Representative to International Organizations in Vienna, said on January 20 that Ukraine was trying to put its energy problems on the agenda of the International Atomic Energy Agency (IAEA), which contradicted the agency's mandate.
"This decision went against the mandate of the agency, which, as you know, deals with issues of "peaceful atom, and not energy in general," he said in an interview with TASS.
According to Ulyanov, since the fall of 2024, Ukraine has been actively seeking the adoption of a resolution on permanent monitoring of the condition of electrical substations. According to the Ukrainian authorities, this will help draw the attention of the international community to critical issues of energy security.
Earlier, on December 3, 2025, it was reported about the planned rotation of the IAEA observers at the Zaporizhia NPP. Three new specialists, who joined the 30th mission, began work on monitoring and assessing the operational safety of the station.
