A headquarters for the development of artificial intelligence is being created in Russia, which will become the coordinating body for all activities related to the development and implementation of technology in the country, said Dmitry Grigorenko, Deputy Prime Minister and Chief of Staff of the Government of the Russian Federation. Izvestia investigated which sectors of the economy can receive priority support from the headquarters, as well as which indicators can be key to assessing the contribution of AI to the country's economic growth.

The prospects of the headquarters

In accordance with the instructions of the president, it is planned to create a unified headquarters for managing the development of artificial intelligence, Deputy Prime Minister Dmitry Grigorenko told Izvestia. He will take over the coordination of work on the creation and implementation of AI solutions in the economy, social sphere and public administration at the federal and regional levels. The area of responsibility of this structure will also include the formation of a nationwide program for the introduction of artificial intelligence technologies.

— When developing this plan, the President instructed to envisage reducing excessive administrative barriers, expanding support measures, increasing demand for Russian generative models and their priority use in government agencies and critical infrastructure facilities. These are, in particular, banks, medical institutions, transport, energy facilities," Grigorenko's office noted.

It is assumed that the new coordination structure will form a program for the introduction of artificial intelligence in the country and identify a set of key metrics that can be used to track the pace of technology development and the level of its dissemination. The deadline for approval of such indicators, according to the President's instructions, is set before June 1, 2026.

As a result, the launch of the headquarters should provide a more holistic and manageable model of AI development in Russia, Grigorenko's office stressed. The process involves a wide range of participants, from technology companies and industry experts to federal agencies and regional authorities. For successful scaling of rapidly developing AI solutions, coordinated actions, common guidelines and constant interaction between all parties are critically important.

The AI Development Headquarters will focus on supporting industries that are most actively implementing the technology, including IT, telecom, e-commerce, the financial sector and industry, Petr Shcherbachenko, associate professor at the Financial University under the Government of the Russian Federation, told Izvestia. Today, more than 70% of companies use AI in individual business processes, and the largest market players devote up to 17% of their IT budget to its development, primarily in the generative AI segment.

—The introduction of artificial intelligence into key sectors of the economy is constrained by objective factors: high responsibility to society and the state, the complexity of technological processes, and increased requirements for the safety and stability of production chains," the expert noted. — These conditions are especially typical for strategic sectors and do not allow the introduction of AI as quickly as in less regulated areas.

Despite the limitations, the oil and gas industry is already getting a noticeable economic benefit from the use of AI, he said. Intelligent algorithms make it possible to reduce exploration costs, accelerate data processing, reduce equipment repair costs, and reduce raw material losses. In some projects, AI has been used to increase oil recovery and significantly improve the return on investment.

In healthcare, the introduction of AI occurs in stages. In the short term, digital assistants for doctors, patient monitoring systems, and electronic medical data are being introduced.

"In the medium term, it is expected that generative AI will be actively used to work with medical information, develop medicines and personalized insurance solutions, and in the long term, autonomous AI systems, digital patient doubles and robotic surgery will appear," said Petr Shcherbachenko.

The financial and insurance markets demonstrate a high level of AI penetration. Most organizations are already using the technology or planning to implement it in the coming years, primarily in risk management, analytics, workflow automation, and customer interaction.

"At the same time, regulators remain focused on model risks and information security issues, and companies are increasingly turning to ready—made AI solutions from external developers," the expert said.

System implementation

First of all, support is likely to be focused on healthcare and industry, where the effect of the introduction of AI is manifested most quickly, Ivan Lapshin, director of the program at the Center for Digital School of Public Administration at the Higher School of Economics Presidential Academy, told Izvestia.

For example, in medicine through diagnostics and personalized treatment, in manufacturing by predicting equipment failures and optimizing processes. There is also significant potential in public administration, where automation of routine operations frees up resources for more complex tasks.

When evaluating the results, according to the expert, it is important to take into account economic growth and practical indicators, including how many companies actually use AI, how advanced their own technological solutions are, and how many implementations have occurred in key industries. Further development will depend on creating a favorable and sustainable environment for scaling AI technologies.

— We need personnel, without mass retraining of specialists, nothing will take off. We need access to computing resources, especially for small teams and researchers. And the regulatory history is very important so that new solutions can be tested without unnecessary barriers, through the same sandboxes," he said. — Well, the government can seriously stimulate the market through pilot projects and purchases, when there is clear demand, developers develop faster.

Special attention needs to be paid to the formation of a modern legal framework for the development of artificial intelligence, Elena Vasyakina, an expert in the Popular Front field, told Izvestia. Analytics", Associate Professor of the Department of Public Law Disciplines at RTU MIREA, Associate Professor at ITMO University. As a matter of priority, it is necessary to determine responsibility for decisions made by AI systems, resolve issues related to the distribution of deepfakes, and introduce mandatory rules for identifying AI content.

It is equally important, according to her, to consolidate the norms of AI's work with data. At the same time, the government will have to support the development of its own computing infrastructure and stimulate the creation and implementation of Russian AI solutions, which is a key condition for the formation of a sovereign technological ecosystem.
