The State Duma proposed to warn about calls using voice robots

A group of deputies led by Dmitry Gusev, First deputy chairman of the State Duma Committee on Control and first deputy head of the Fair Russia faction, plans to submit to the chamber a bill on mandatory notification to subscribers that a conversation is conducted using a robot during mass calls. The text of the bill was reviewed by TASS on January 20.

The document proposes to amend the law "On Communications", establishing the obligation for customers of mass calls or telecom operators to inform subscribers within five minutes from the beginning of the conversation that it is carried out by a voice robot.

The explanatory note notes that in recent years there has been an active use of automated technologies for mass telephone calls, including marketing campaigns, surveys and public awareness. At the same time, the lack of mandatory notification about the robotic nature of such calls reduces citizens' confidence in telephone communications.

"The implementation of the provisions of the draft law will minimize cases of telephone fraud, increase the digital literacy of the population and ensure a balance of interests of subscribers, telecom operators and service customers, contributing to the implementation of national priorities in the field of information security and the protection of citizens' rights," the agency quotes the authors of the draft.
