State Duma deputies have developed an initiative according to which it is proposed to limit the increase in fees for housing and communal services to the amount of inflation. The initiative will be submitted to parliament on January 20, Vladimir Sysoev, first deputy head of the LDPR faction in the State Duma, told Izvestia.
"In 2025, housing and utility bills increased in all regions of the Russian Federation. People are in a panic — housing and communal services prices rise twice a year, and real incomes are practically not growing. Therefore, the LDPR faction proposes to fix the rule in the Housing Code: the amount of housing and communal services fees should not grow faster than the inflation set by the federal budget for the next year and the planning period. This will limit the growth of payments and help reduce the debt burden on families and regional budgets," the deputy said.
According to him, the Stavropol Territory will be most affected by the indexation — tariffs for housing and communal services in October 2026 in the region will rise by 22%, and in the Tambov and Tyumen regions – by 17.5% and 17.2%. In other regions, tariff increases will range from 8 to 15%. This means that the number of families who will have to spend most of their income on housing and utilities will grow.
Earlier that day, Svetlana Razvorotneva, deputy chairman of the State Duma Committee on Construction and Housing, announced that housing prices would rise twice in 2026. According to her, in January, due to the increase in VAT, the payment for housing and communal services will increase by 1.7%.
