A bill has been submitted to the State Duma, which proposes to exempt large families from paying for paid parking in Russia. The document was posted on January 19 on the website of the lower house of Parliament.
The bill provides for amendments to Article 13 of the Federal law "On the Organization of Traffic in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation."
It is proposed to supplement it with a clause according to which "charging for the use of paid parking is not allowed in respect of one vehicle owned by one of the parents of a large family," the explanatory note says.
It is assumed that the procedure established by the government will regulate the creation of a system that makes it possible to realize the right to free parking for a large family in each subject of the Russian Federation, regardless of the specifics of regional legislation.
"The adoption of the bill will reduce the burden on the budget of a large family and ensure equal guarantees for them throughout the Russian Federation," noted the authors of the bill, deputies from the Liberal Democratic Party and senators led by party leader Leonid Slutsky.
Earlier in the day, it was reported that, as Kirill Polyakov, the vice-governor of St. Petersburg, said, there are no plans to expand the paid parking area in the city this year. New tariffs for paid parking in St. Petersburg began operating on October 15 last year.
