Debt collection for housing and communal services is planned to be transferred to a digital platform in 2028.

A fully automated online system for informing and collecting utility bills through the state Housing and communal services Information System (GIS) will be implemented in Russia by 2028. This was reported on January 18 by TASS with reference to the action plan approved by the government on the national business model.

It is noted that by February 2028, it is planned to adopt a federal law, thanks to which GIS housing and communal services will be used as the main digital platform for sending information to citizens about the availability of debt, as well as preparing documents for its collection.

The experiment on online informing and debt collection for housing and communal services started in 2025 in a voluntary format in 17 regions. The goal is to raise awareness among citizens, optimize the burden on magistrates and reduce the time required for recovery. Debtors will receive notifications through their personal account at public services, and judges will be able to receive applications electronically without paper requests.

State Duma deputy Alexander Yakubovsky said on January 16 that if a payment for housing and communal services is missed, a Russian citizen needs to pay off the debt as soon as possible or make an appeal to the management company with a request to provide installments. On the same day, Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, announced that in Russia, large families receive a 30% discount on housing and communal services.
