More than 422,000 people signed a contract with the Russian Armed Forces in 2025. This was announced on January 16 by Dmitry Medvedev, Deputy Chairman of the Russian Security Council.

"422,704 people have signed a contract for military service. These are the final data that we have," Medvedev said at a meeting on recruiting troops for unmanned systems.

In addition, according to him, 32,000 people have volunteered and joined the ranks of the Russian Army. Thus, he noted that the task of recruiting Russian troops was completed last year, and a report on the results was presented to Russian President Vladimir Putin.

On December 19, Putin announced that 700,000 fighters were in the special military operation zone. As the head of state noted, it is people who were born in the 1990s who make up the bulk of the Russian army in the SVR zone.

Prosecutor General of the Russian Federation Alexander Gutsan said in October that it was necessary to create a department to monitor the observance of the rights of participants in the special operation and their protection should become the moral duty of prosecutors.
