ADB expert spoke about innovations in GIS "Antifraud"
Alexander Abramov, Director of the Legal Department of the Association of Banks of Russia, told Izvestia how GIS Antifraud will make the fight against cybercrime comprehensive. According to him, banks, the Central Bank, NSPK (National Payment Card System) and telecom already have effective anti-fraud systems, and the FinCERT database with access for the Interior Ministry prevents thousands of fraudulent transactions.
"There is no centralized cross-sectoral data exchange right now. GIS Antifraud will close this gap by uniting the Prosecutor General's Office, the Investigative Committee, the Ministry of Internal Affairs, Roskomnadzor, the FSB, Rosfinmonitoring, the Bank of Russia, credit organizations, telecom operators, owners of messengers and social networks — the government will determine the full list," he said.
Abramov noted that the system will ensure the exchange of signs of illegal actions through the SMEV, create a database of suspicious persons and numbers. The collected statistics will reveal trends in cybercrime, allow you to track the activity of fraudsters and fake websites for data theft.
"GIS will increase the effectiveness of countering new challenges," the director emphasized, noting that the Central Bank updates the signs of operations without the consent of customers.
As it became known earlier, the planned commissioning of the Anti-fraud GIS, as well as further improvement of legislation within the framework of the Anti-Fraud 2.0 package of bills, will contribute to reducing the number of offenses using modern technologies. Among other things, the mandatory linking of Russian bank accounts to their INN, as well as the introduction of extrajudicial blocking of fraudulent websites and labeling of international calls will help.
