Deputy Speaker of the Federation Council Nikolay Zhuravlev told Izvestia about the key measures of the second package of anti-fraud laws, which is being finalized for the second reading. According to him, the system has already proven its effectiveness, and the new rules will close existing vulnerabilities. Zhuravlev noted that one person will not be able to issue more than five cards in one bank and 20 in all in total. All cards will be linked to the INN in order to exclude registration for "dead souls" or stolen documents.

"The exact number may be adjusted by the second reading. The main thing is not to harm conscientious citizens. Banks and telecom operators are integrated into a common information system. If the phone number gets into the suspicious register (based on complaints from citizens), the bank will receive a signal and will be able to suspend card transactions for 24 hours. The client will immediately receive a notification with instructions on how to delete his number from it if there was an erroneous identification of the number as suspicious," the senator emphasized.

Zhuravlev also said that if an account on Gosuslugi is hacked, access can be restored not only in the MFC, but also through biometrics, a mobile application, the bank's website or the MAX service.

"Operators will transfer data about SIM cards and IMEI devices to a single database. They will prohibit the use of a single number on multiple gadgets or IMEI substitution. The bill will remove legal uncertainty: calls under the law, contracts or by-laws will not be considered massive. It is also very important to clarify the rule on mass calls.: Today, bona fide organizations that cannot reach their clients fall under it. It should be clearly stated that calls made within the framework of the law, bylaws or the execution of a personal contract with a person are not considered mass calls," he said.
